Francis Milliner is the leader of the Milliner Family of Giovanni in Boston, member of the Shepherds of the Dead, and one of more powerful Giovanni in the United States.

Francis had a vendetta against the Kennedys since he lost against Joe Kennedy.
None other than Augustus Giovanni allowed Francis to commit Diablerie upon Genevra in Boston in 1999.
